The order listed below is the recommended sequence.

On form supplied, note location and number on bottle, and fill in required information (clarity, conditions, observations, etc.).

Take the bottle (with cap securely on) in to WAIST DEPTH walking slowly to not stir up sediments.

Lower bottle to ELBOW DEPTH, turn bottle upside down, remove cap, turn right side up, allow to fill and replace cap. Remove bottle.

Place sample bottle into cooler with frozen gel packs for transport to Water Treatment Plant.

METHUEN -- The impending sale of 12 acres of pristine lakeshore land owned by the Archdiocese of Boston has the Forest Lake neighborhood and town officials nervous, with both waiting to see who buys it and for what use. 
"It could be now, it could be in the spring," said Forest Lake Association President Stephen Zanni, "but it's going to be sold." 
Last night 40 people, including town officials met to discuss the archdiocese's possible plans for the meeting hall and land on Francis Street. The archdiocese took ownership of the parcels when it closed St. Francis of Assisi Parish in Lawrence this summer.

CHAPTER 9 PUBLIC PEACE, SAFETY AND ORDER

Section 9-87. Regulating the Forest Lake Outlet and Establishing the Positions of Gate Tenders

A. Purpose

This ordinance is enacted under the authority of the Methuen City Council with the purpose of regulating the Forest Lake outlet structure and, most specifically, for the following reasons:

1. To control the drainage from Forest Lake, throughout the year, and especially during fall/winter draw-down.

2. To prevent downstream flooding of the residents in and adjacent to the Forest Lake area, including the abutters of the lake.

3. To insure the average elevation and capacity of Forest Lake.

4. To insure that the proper procedure for [[draw-down]] is followed and records kept to determine its effect and future draw-down beginning dates and whatever pertinent information that would be helpful.

B. Definitions

As used herein, the following terms shall be defined as follows:

1. "Forest Lake Outlet" - that brook and its adjacent features presently located between property now or formerly of Donald Petzold and Robert and Margaret Northrup and is now on a [[permanent easement]] by the City of Methuen.

2. "Outlet Control Structure" - that portion of the Forest Lake outlet on property now or formerly of Donald Petzold and Robert and Margaret Northrup.

3. "Gate Tender" - shall be the [http://www.cityofmethuen.net/index.php?option=com_content&task=blogcategory&id=77&Itemid=184 Superintendent of the Division of Environmental Management] in the Department of Public Works or such other person as may be designated by the Director of Public Works. Said Gate Tender shall perform his duties under the Methuen City Charter, this ordinance and such other missions as may be assigned to him/her. In addition to Gate Tender, there shall be two Assistant Gate Tenders - one of whom shall be an abutter to Forest Lake and the other shall be a member of the Forest Lake Association. The Assistant Gate Tenders shall not alter or change the gate so as to affect drainage on Forest Lake, but shall assist the Gate Tender regarding maintenance and cleaning of the area in front of the structure and to the rear of the structure and advise him/her on safe capacity for Forest Lake.

C. Penalties

No person shall mark, deface, disfigure, injure, tamper with, or alter the Forest Lake Outlet structure. Further, no person, excepting the gate tenders or a duly authorized officer of the City of Methuen, shall adjust or alter the control structure as to affect or change drainage from Forest Lake. Any person violating this provision shall be subject to a fine of Two Hundred Dollars for each offense, each day or portion thereof, constituting a new and separate offense.

D. Gate Tenders

There is hereby established, as an officer of the City of Methuen, the unpaid positions of gate tender who are responsible for the control, maintenance/cleaning of the area in front of the structure, lakeside and rear of structure, brookside, from any debris that may hamper the structure from functioning properly, and that the structure will be checked monthly and after every storm. Further that access by way of permanent easement may not be hindered in any way by abutters of this structure, so that the gate tenders can perform their duties without obstruction.

E. Drainage

No person, including the gate tenders, shall alter or change the gate so as to affect the drainage of Forest Lake without having first duly received the permit and permission of the Conservation Commission of the City of Methuen, pursuant to the Wetlands Protection Act.

F. Posting

In addition to the other duties imposed upon the gate tenders, they shall, within thirty (30) days of the effective date of this ordinance, insure that an appropriate and permanent sign be affixed in the location at, or near, the Forest Lake outlet structure, indicating that the tampering with said gate shall carry with it a violation of City law and a penalty in the amount as hereinbefore fixed.

CHAPTER 9 PUBLIC PEACE, SAFETY AND ORDER

Section 9-87. Regulating the Forest Lake Outlet and Establishing the Positions of Gate Tenders

A. Purpose

This ordinance is enacted under the authority of the Methuen City Council with the purpose of regulating the Forest Lake outlet structure and, most specifically, for the following reasons:

1. To control the drainage from Forest Lake, throughout the year, and especially during fall/winter draw-down.

2. To prevent downstream flooding of the residents in and adjacent to the Forest Lake area, including the abutters of the lake.

3. To insure the average elevation and capacity of Forest Lake.

4. To insure that the proper procedure for [[draw-down]] is followed and records kept to determine its effect and future draw-down beginning dates and whatever pertinent information that would be helpful.

B. Definitions

As used herein, the following terms shall be defined as follows:

1. "Forest Lake Outlet" - that brook and its adjacent features presently located between property now or formerly of Donald Petzold and Robert and Margaret Northrup and is now on a permanent easement by the City of Methuen.

2. "Outlet Control Structure" - that portion of the Forest Lake outlet on property now or formerly of Donald Petzold and Robert and Margaret Northrup.

3. "Gate Tender" - shall be the [http://www.cityofmethuen.net/index.php?option=com_content&task=blogcategory&id=77&Itemid=184 Superintendent of the Division of Environmental Management] in the Department of Public Works or such other person as may be designated by the Director of Public Works. Said Gate Tender shall perform his duties under the Methuen City Charter, this ordinance and such other missions as may be assigned to him/her. In addition to Gate Tender, there shall be two Assistant Gate Tenders - one of whom shall be an abutter to Forest Lake and the other shall be a member of the Forest Lake Association. The Assistant Gate Tenders shall not alter or change the gate so as to affect drainage on Forest Lake, but shall assist the Gate Tender regarding maintenance and cleaning of the area in front of the structure and to the rear of the structure and advise him/her on safe capacity for Forest Lake.

C. Penalties

No person shall mark, deface, disfigure, injure, tamper with, or alter the Forest Lake Outlet structure. Further, no person, excepting the gate tenders or a duly authorized officer of the City of Methuen, shall adjust or alter the control structure as to affect or change drainage from Forest Lake. Any person violating this provision shall be subject to a fine of Two Hundred Dollars for each offense, each day or portion thereof, constituting a new and separate offense.

D. Gate Tenders

There is hereby established, as an officer of the City of Methuen, the unpaid positions of gate tender who are responsible for the control, maintenance/cleaning of the area in front of the structure, lakeside and rear of structure, brookside, from any debris that may hamper the structure from functioning properly, and that the structure will be checked monthly and after every storm. Further that access by way of permanent easement may not be hindered in any way by abutters of this structure, so that the gate tenders can perform their duties without obstruction.

E. Drainage

No person, including the gate tenders, shall alter or change the gate so as to affect the drainage of Forest Lake without having first duly received the permit and permission of the Conservation Commission of the City of Methuen, pursuant to the Wetlands Protection Act.

F. Posting

In addition to the other duties imposed upon the gate tenders, they shall, within thirty (30) days of the effective date of this ordinance, insure that an appropriate and permanent sign be affixed in the location at, or near, the Forest Lake outlet structure, indicating that the tampering with said gate shall carry with it a violation of City law and a penalty in the amount as hereinbefore fixed.

The Spicket River is a 17.7 mile long (28.5 km)[1] river located in New Hampshire and Massachusetts in the United States.

It is a tributary of the Merrimack River (or Merrimac River, an earlier spelling that is sometimes still used), part of the Gulf of Maine and Merrimack River watershed.

THE SPICKET RIVER.
This stream empties into the- Merrimack at Lawrence, rising in Rockingbam county, New Hampshire, and :
flowing south and southeast into Massachusetts, its length in a straight line being about 15 miles and its drainage
area 79 square miles, of which 10 are in Massachusetts.
It is not a very good stream for power, its flow being very variable.
Several small ponds near the headwaters are dammed and used to regulate the flow, viz : Policy pond,
in New Hampshire, covering about 450 acres, and with a range of 8 feet ;
Island pond, covering about 480 acres, and other smaller ones.
In Lawrence there are three mills on the stream, the lowest with a fall of 15 feet, the next with 12 feet, and the third, the Arlington worsted-mill, with 12 feet.
The power at the last is stated at 140 horse-power during part of the year.
A short distance above, a fall of 39 feet is used, at the Methuen Company's cotton-mill, with 300 horse-power during eight months.
In very dry seasons the flow of the stream is very small, and the mills depend upon steam.

The Wetlands Protection Act requires that the Division
of Fisheries and Wildlife be notified of any proposed drawdown where
rare species habitat is involved. To identify areas of rare species
habitat, consult the most recent edition of the "Massachusetts Natural
Heritage Atlas" which contains maps of Estimated Habitats and Priority
Habitats of rare wildlife.
Drawdowns are commonly used as a technique to control
aquatic vegetation in many Massachusetts waterbodies. The Division
has statutory authority for regulating the take of these resources
under Massachusetts General Law Chapter 131 and Chapter 321 of the
Code of Massachusetts Regulations. Based on the Division of Fisheries
and Wildlife's knowledge and understanding of aquatic ecosystems,
the following performance standards were developed to protect fish
and wildlife resources when a lake drawdown is proposed.
For drawdowns exceeding 3 feet the Division of Fisheries
and Wildlife must be contacted directly for a site-specific review
of potential impacts to fish and wildlife resources. For drawdowns
of 3 feet or less, the proponent must either 1) contact the Division
of Fisheries and Wildlife for a site-specific review; or 2) meet
the performance standards below:
1. Drawdowns must commence after November 1st.
Drawdowns have been documented to be effective for
vegetation control in certain situations but still constitute an
artificial disturbance. Consequently, any drawdown should take place
for the minimum amount of time required to accomplish the lake-management
goal for which the drawdown is conducted. A November 1st start date
for the drawdown will allow the following conditions to be met:

<li>Sufficient time will be provided for the drawdown to be effective.</li>
<li>The pond can be filled prior to the refill deadline.</li>
</ul>

Maintaining full pool elevation until this date will
also minimize the risk of in-lake and downstream fish kills caused
by temperature stress and low dissolved oxygen. Fish kills that
occur during the warm weather months are often caused by the interaction
between water temperature and oxygen depletion in shallow, heavily
vegetated lakes (Bennett, 1970). These lakes tend to have elevated
oxygen concentrations during the daytime while vegetation is photosynthesizing,
yet experience oxygen depletions at night while live plants are
respiring and large amounts of decaying organic matter create excessive
biological oxygen demand (Wetzel, 1975). Low dissolved oxygen situations
are common in numerous small, shallow lakes in Massachusetts. A
reduction of the surface water elevation under these conditions
could further exacerbate an already critical condition. Temperature-induced
fish kills can also be caused by the release of large volumes of
warm surface water into a coldwater fishery resource during summer
or early fall. One recent example occurred in Coal Mine Brook in
Worcester, resulting in a significant kill of brook trout. 
Part of the Division's management responsibilities
is to provide recreational opportunities. Initiating the drawdown
after November 1st will minimize impacts on fall recreation by maintaining
public boat ramp access and other recreational opportunities. Anglers,
seeking to take advantage of stocked trout resources, or warmwater
fish species that become more active in the fall, will launch boats
or fish from shore. Low water levels can expose boat ramps and hinder
safe boat launching. Likewise, exposed mud flats or accumulated
dying vegetation can limit access to shore fishing.
2. The drawdown must be completed (reach its lowest
elevation) by December 1st.
Amphibians, reptiles and other aquatic organisms need
to be able to move to deeper water before ice formation and substrate
freezing. Completion by December 1st will also allow aquatic mammals
to locate alternate lodge sites and for beaver to relocate food
caches before ice formation.
3. Lake refill must be achieved by April 1st.
This refill date will ensure that the resource is
impacted for the shortest time period while still allowing the drawdown
to be effective. Establishing stable pool elevations by April 1st
will provide suitable spawning habitat for littoral spawning fish
species. Also, spring traditionally signals the beginning of the
fishing season for most Massachusetts anglers pursuing both cold
and warmwater fish species. Many ponds are also scheduled for trout
stocking in the early spring. For the same reasons previously described,
access to public boat ramps (for boats and stocking trucks) and
shoreline fishing must be maintained.
4. The drawdown rate must not exceed 4 cubic feet
per second per square mile of drainage area (cfsm), as measured
at the outlet structure, or must not exceed three inches of lake
elevation change per day, whichever results in the lower downstream
flow rate. Once the drawdown level has been achieved, lake outflow
must equal lake inflow. During the lake refill period, 0.5 cfsm
must be maintained at the outflow.
A major biological concern and priority for the Division
is protecting instream flows for fish and wildlife resources. Working
in conjunction with researchers at Cornell University, the Division
is utilizing the target fish community approach to assess stream
fisheries resources and establish restoration goals in flow-stressed
streams. An important component of restoration or maintenance of
any stream fish community is the establishment of seasonal stream
flow requirements. In the absence of site-specific stream flow data,
we utilize the United States Fish and Wildlife Service Aquatic Base
Flow (ABF) Policy to protect fish and wildlife resources.
The ABF Policy focuses on measuring the flows in healthy,

Drawdown Performance Standards for the Protection
of Fish and Wildlife Resources
Approved by the Fisheries and Wildlife Board on September
23, 2002
The Wetlands Protection Act requires that the Division
of Fisheries and Wildlife be notified of any proposed drawdown where
rare species habitat is involved. To identify areas of rare species
habitat, consult the most recent edition of the "Massachusetts Natural
Heritage Atlas" which contains maps of Estimated Habitats and Priority
Habitats of rare wildlife.
Drawdowns are commonly used as a technique to control
aquatic vegetation in many Massachusetts waterbodies. The Division
has statutory authority for regulating the take of these resources
under Massachusetts General Law Chapter 131 and Chapter 321 of the
Code of Massachusetts Regulations. Based on the Division of Fisheries
and Wildlife's knowledge and understanding of aquatic ecosystems,
the following performance standards were developed to protect fish
and wildlife resources when a lake drawdown is proposed.
For drawdowns exceeding 3 feet the Division of Fisheries
and Wildlife must be contacted directly for a site-specific review
of potential impacts to fish and wildlife resources. For drawdowns
of 3 feet or less, the proponent must either 1) contact the Division
of Fisheries and Wildlife for a site-specific review; or 2) meet
the performance standards below:
1. Drawdowns must commence after November 1st.
Drawdowns have been documented to be effective for
vegetation control in certain situations but still constitute an
artificial disturbance. Consequently, any drawdown should take place
for the minimum amount of time required to accomplish the lake-management
goal for which the drawdown is conducted. A November 1st start date
for the drawdown will allow the following conditions to be met:

<li>Sufficient time will be provided for the drawdown to be effective.</li>
<li>The pond can be filled prior to the refill deadline.</li>
</ul>

Maintaining full pool elevation until this date will
also minimize the risk of in-lake and downstream fish kills caused
by temperature stress and low dissolved oxygen. Fish kills that
occur during the warm weather months are often caused by the interaction
between water temperature and oxygen depletion in shallow, heavily
vegetated lakes (Bennett, 1970). These lakes tend to have elevated
oxygen concentrations during the daytime while vegetation is photosynthesizing,
yet experience oxygen depletions at night while live plants are
respiring and large amounts of decaying organic matter create excessive
biological oxygen demand (Wetzel, 1975). Low dissolved oxygen situations
are common in numerous small, shallow lakes in Massachusetts. A
reduction of the surface water elevation under these conditions
could further exacerbate an already critical condition. Temperature-induced
fish kills can also be caused by the release of large volumes of
warm surface water into a coldwater fishery resource during summer
or early fall. One recent example occurred in Coal Mine Brook in
Worcester, resulting in a significant kill of brook trout. 
Part of the Division's management responsibilities
is to provide recreational opportunities. Initiating the drawdown
after November 1st will minimize impacts on fall recreation by maintaining
public boat ramp access and other recreational opportunities. Anglers,
seeking to take advantage of stocked trout resources, or warmwater
fish species that become more active in the fall, will launch boats
or fish from shore. Low water levels can expose boat ramps and hinder
safe boat launching. Likewise, exposed mud flats or accumulated
dying vegetation can limit access to shore fishing.
2. The drawdown must be completed (reach its lowest
elevation) by December 1st.
Amphibians, reptiles and other aquatic organisms need
to be able to move to deeper water before ice formation and substrate
freezing. Completion by December 1st will also allow aquatic mammals
to locate alternate lodge sites and for beaver to relocate food
caches before ice formation.
3. Lake refill must be achieved by April 1st.
This refill date will ensure that the resource is
impacted for the shortest time period while still allowing the drawdown
to be effective. Establishing stable pool elevations by April 1st
will provide suitable spawning habitat for littoral spawning fish
species. Also, spring traditionally signals the beginning of the
fishing season for most Massachusetts anglers pursuing both cold
and warmwater fish species. Many ponds are also scheduled for trout
stocking in the early spring. For the same reasons previously described,
access to public boat ramps (for boats and stocking trucks) and
shoreline fishing must be maintained.
4. The drawdown rate must not exceed 4 cubic feet
per second per square mile of drainage area (cfsm), as measured
at the outlet structure, or must not exceed three inches of lake
elevation change per day, whichever results in the lower downstream
flow rate. Once the drawdown level has been achieved, lake outflow
must equal lake inflow. During the lake refill period, 0.5 cfsm
must be maintained at the outflow.
A major biological concern and priority for the Division
is protecting instream flows for fish and wildlife resources. Working
in conjunction with researchers at Cornell University, the Division
is utilizing the target fish community approach to assess stream
fisheries resources and establish restoration goals in flow-stressed
streams. An important component of restoration or maintenance of
any stream fish community is the establishment of seasonal stream
flow requirements. In the absence of site-specific stream flow data,
we utilize the United States Fish and Wildlife Service Aquatic Base
Flow (ABF) Policy to protect fish and wildlife resources.
The ABF Policy focuses on measuring the flows in healthy,
unregulated streams and rivers in New England to determine average
seasonal flows for the region. Seasonal recommendations, from typical

CHAPTER 9 PUBLIC PEACE, SAFETY AND ORDER

Section 9-87. Regulating the Forest Lake Outlet and Establishing the Positions of Gate Tenders

A. Purpose

This ordinance is enacted under the authority of the Methuen City Council with the purpose of regulating the Forest Lake outlet structure and, most specifically, for the following reasons:

1. To control the drainage from Forest Lake, throughout the year, and especially during fall/winter draw-down.

2. To prevent downstream flooding of the residents in and adjacent to the Forest Lake area, including the abutters of the lake.

3. To insure the average elevation and capacity of Forest Lake.

4. To insure that the proper procedure for [[draw-down]] is followed and records kept to determine its effect and future draw-down beginning dates and whatever pertinent information that would be helpful.

B. Definitions

As used herein, the following terms shall be defined as follows:

1. "Forest Lake Outlet" - that brook and its adjacent features presently located between property now or formerly of Donald Petzold and Robert and Margaret Northrup and is now on a permanent easement by the City of Methuen.

2. "Outlet Control Structure" - that portion of the Forest Lake outlet on property now or formerly of Donald Petzold and Robert and Margaret Northrup.

3. "Gate Tender" - shall be the Superintendent of the Division of Environmental Management in the Department of Public Works or such other person as may be designated by the Director of Public Works. Said Gate Tender shall perform his duties under the Methuen City Charter, this ordinance and such other missions as may be assigned to him/her. In addition to Gate Tender, there shall be two Assistant Gate Tenders - one of whom shall be an abutter to Forest Lake and the other shall be a member of the Forest Lake Association. The Assistant Gate Tenders shall not alter or change the gate so as to affect drainage on Forest Lake, but shall assist the Gate Tender regarding maintenance and cleaning of the area in front of the structure and to the rear of the structure and advise him/her on safe capacity for Forest Lake.

C. Penalties

No person shall mark, deface, disfigure, injure, tamper with, or alter the Forest Lake Outlet structure. Further, no person, excepting the gate tenders or a duly authorized officer of the City of Methuen, shall adjust or alter the control structure as to affect or change drainage from Forest Lake. Any person violating this provision shall be subject to a fine of Two Hundred Dollars for each offense, each day or portion thereof, constituting a new and separate offense.

D. Gate Tenders

There is hereby established, as an officer of the City of Methuen, the unpaid positions of gate tender who are responsible for the control, maintenance/cleaning of the area in front of the structure, lakeside and rear of structure, brookside, from any debris that may hamper the structure from functioning properly, and that the structure will be checked monthly and after every storm. Further that access by way of permanent easement may not be hindered in any way by abutters of this structure, so that the gate tenders can perform their duties without obstruction.

E. Drainage

No person, including the gate tenders, shall alter or change the gate so as to affect the drainage of Forest Lake without having first duly received the permit and permission of the Conservation Commission of the City of Methuen, pursuant to the Wetlands Protection Act.

F. Posting

In addition to the other duties imposed upon the gate tenders, they shall, within thirty (30) days of the effective date of this ordinance, insure that an appropriate and permanent sign be affixed in the location at, or near, the Forest Lake outlet structure, indicating that the tampering with said gate shall carry with it a violation of City law and a penalty in the amount as hereinbefore fixed.

It is located about two and a half miles east of Methuen center.
